This morning officials in texas are investigating a dash cam video that shows the arrest of a woman who later died in police custody. The video shows the confrontation between sandra bland and the officers arresting her, but it has several glitches and jumps and appears to be been edited. The video is only adding fuel to the questions from her family over how bland died. Lets do this. Were going to. Dont touch me. Get out of the car. Dash cam video released late tuesday from the Texas Department of Public Safety showed the moments leading up to her arrest. Get out of the car contrary to early reports, the department of Public Safety trooper does not appear to try to pull bland through her window. He does pull out his taser. A struggle ensues and he takes bland to the ground. Much of the interaction is out of the dash cams view. A bystander is also recording. You slammed me into the ground. Do you not even care about that . I cant even hear. At one point the officer addressed the eyewitness filming the incident. You need to leave. Thank you for recording, thank you. Bland was arrested for assault on a Public Servant and booked in the Waller County jail. Following a closed door meeting, state senator royce west made the dash cam video public and addressed reporters. Given everything going on in america as it relates to relationships between Law Enforcement and africanamerican Minority Community i should say, we want to make certain that quoteunquote people dont perceive this or anything we do with this investigation as a whitewash. Whatever the facts lead we want to make certain that no stone is unturned and we get every fact and whatever the facts leave that those end up being there. The Waller County district attorneyed the investigation is treated as if it were a murder investigation, but he characterized blands behavior during the traffic stop as not ideal. Sandra bland was very combative. What does that mean . It was not a model traffic stop, and it was not a model person that was stopped on a traffic stop. I think the public can make its own determinations as to the behaviors that are seen in the video. Texas Authorities Say the trooper violated procedures during the traffic stop and has been placed on administrative duty. Texas lieutenantgovernor dan patrick says full transparency will be seen in that investigation. I want that family when they go back to chicago or when this is resolved that they believe they had justice in texas. In her online posting sandra bland talked about the black lives Matter Movement and expressed a deepseated distrust between the Law Enforcement and people of color. The news as of late you could stand there, surrender to the cops and still be killed. Sorority sister and friend said the bland she knew of pragmatic. She was pulled over foy a regular traffic stop and was arrested for assaulting a peace officer. Once i read that part, no somebody is lying. Thats not sandy, especially as outspoken as she was about Police Brutality and the events going on lately sandy would never put herself in a position where she would put her hands on a cop. Sandra blands mother closed out the Memorial Service saying that her daughter would be laid to rest later this week back home in the suburbs of chicago. Our John Henry Smith took a closer look at the dash cam video and whether it shows what happened. In some ways the video only deepens the controversy surrounding this case. It shows an officer failing to follow procedure, but it also shows sandra bland refusing to get out of her car, something the Supreme Court ruled she has to do when an officer demands it. The incident that ended with Sandra Blands death in a jail cell began with her sedan making a right turn followed quickly by a uturn by officer Brian Encinia who sped up and within 17 seconds got close behind her in the left lane. Bland moved to the right lane and thats when he stopped her. You seem very irritated. I really am. I was getting out of your way. You were speeding up so i moved over and you stopped me. Yeah, i am a little irritated, but that doesnt stop you from giving me a ticket. Are you done . You asked me what was wrong, and i told you. Now im done, yeah. Okay. Do you mind putting out your cigarette please, if you dont mind . Im in my car. Why do i have to put out my cigarette . You can step on out now. I dont have to. Step out of the car. Why am i step out of the car. As bland continued to refuse the officers lawful command, he pulled his taser. I will light you up. Get out. Wow. Get out now. Wow. Get out of the car. For failure for signal all of this for a failure to signal. Right, yeah lets take this court. Lets do it for failure to signal. For failure to signal. Get off the phone. Im not on the phone. I have a right to record this. This is my property. Put your phone down. In his report the officer said bland off camera began swinging her elbows at me and kicked my right leg in the shin unquote. That part of the arrest is already widely known because it was recorded by the a bystander. The officer has been placed on administrative leave. The head of texass department of Public Safety says his conduct during the stop violated approved police procedures. One of the many procedures is letting the individual know in terms of what action is going to be taken, okay . Secondly regardless of the situation, it doesnt matter where it happens, a state trooper has an obligation to exhibit professionalism and be courteous throughout the entire contact, and that wasnt the case. It should be noted that there are several places where the 52minute video appears to have been edited. At one point, for example, the tow truck driver leaves his truck and walks off screen. Then without apparently walking back to the truck, leaves the truck again. Later a passing car disappears and then reaappears driving in the same direction. That apparently editing short of any equipment malfunction raises troubling questions. For one, why would the Texas Department of Public Safety distribute this video with portions apparently missing and whats it depict . The dps says its investigating what happened to that video. Back to you. John henry smith, thank you. There are also questions this morning about the death of an unarmed black man at the hands of the university of cincinnati police. Sam dubois was shot surgeoned evening during a routine strafk stop. He was pulled over for driving without a license. The officer approached the vehicle and asked mr. Dubois multiple times to please provide a drivers license. During the conversation mr. Dubois produced a bottle of alcohol from inside the car handing it to the officer but was unable to produce a drivers license. My son had no business getting killed. Nobody had those rights to put a gun to his head and shoot him. What did he do to deserve that . The family says its waiting for body cam video to see what happened. Investigators in mississippi are looking into a death in police custody. They got him hogtied. I dont think youre supposed to hogtie. They say he was hogtied by police after he was arrested at a consent. Goods wife said he was acting unusual and trying to get out of their moving car. Police say he may have taken lsd before the concert. A witness says good who had asthma was complaining to officers that he could not breathe. We have just learned that ferguson, missouri has hired another interim police chief. Officials today introduced Andre Anderson from arizona and takes the top job almost a year after riots erupted in ferguson after the death of michael brown. So lets talk about my first plan of action. That is simply to build trust, to develop Community Policing in this area. Anderson is the Second Interim chief since Thomas Jackson stepped down in march. Jacksons resignation came days after a Justice Department report cited the department for racial bias and profiling. Defense secretary Ashton Carter is trying to sell the Iran Nuclear Deal in saudi arabia today. He sat down with the king. This is his third stop on a middle east tour to build support for the deal. Earlier carter met with Coalition Troops in jordan. He told them the u. S. Is committed to fighting isil and addressed israeli Prime Minister Benjamin Netanyahus opposition to the iran deal. The Prime Minister made it quite clear that he disagreed with us with respect to to the nuclear deal in iran but friends can disagree. We will continue to work with israel and our other partners in the region to kouncounter the danger from iran even as we do the same with respect to isil. Netanyahu promised to work with allies in congress to kill the nuclear deal with iran. One consequence of the Iranian Nuclear deal may be a ramping up of weapons purchases in the middle east and the shift in relations with iran raises concerns over the countrys history of providing aid to fighters in the region that the u. S. Considers terrorists. What president obama has explicitly articulated is that he wants to avoid a war in the middle east at any cost particularly one driven by an Iranian Nuclear weapon. It seems that his strategy has been perhaps unwisely to prevent iran from having a Nuclear Weapon by signing onto this deal, but in the interim fueling a conventional arms race. I think thats what hes going to get. The u. S. Is already a major provider of arms to the middle east. Last year the Obama Administration sold 64 billion worth of Fighter Aircraft missiles and other weaponry to Gulf Cooperation Council countries. The fight for 15 an hour. New york is set to vote today to boost wages for thousands of fast food workers. More than a thousand workers at new york citys busiest airports are set to go on strike tonight including security staff, baggage handlers and wheelchair attendants at laguardia and jfk. It can impact flights at both airports. Some 200,000 fast food workers in new york could get a big raise. Theyre set to vote this afternoon to raise the minimum wage to 15 an hour. We need 15 and nothing less. For these low wage workers in new york city, 15 is the magic number. A rallying cry being heard coast to coast. Its the hourly wage they say they need to feed their families. Rebecca makes 9 an hour at a fast food restaurant. Its very difficult because a 40hour week only paying twothirds of my rent. That doesnt include the late fees that im charged or court fees if i should happen to wind up in rent court. Its widely expected new york states wage board will approve the increase on wednesday not just in expensive new york city but potentially for fast food workers across the state. For some that could mean a 7 jump in wages. Governor cuomo who supports an increase created it to circumvent the state legislator. Business groups try to fight back with ads like this one claiming the higher wages will mean job losses. What started as calls for a 10. 10 raise are now colesing around the fight for 15. You can barely survive on this. You have to depend on government assistance. Reporter the issue of income inequality has become highly politicized and candidates are taking a stand already. People need to work longer hours and through their productivity gain more income. If the board passes the minimum wage hike its unclear when it would go into effect and whether it would include mom and pop sandwich pops or just big chains like mcdonalds and taco bell. New york would join seattle and los angeles which enacted laws allowing minimum wage to rise to 15 over the next few years for all workers. I spoke earlier with the Group Long Island jobs with justice, an organization that advocates for workers rights. She believes 15 should be the minimum wage all over the country regardless of the cost of living. I think we cant make these distinctions of which regions make more money than others. I think across the board in new york city, surviving is difficult. 15 an hour if you think about it, its not that much. Its about 31,000 a year if the worker is lucky enough to work full time. The federal minimum wage is currently 7. 25 an hour. 29 states plus washington, d. C. Have minimum wages above the federal level. Jurors in colorado today are beginning the process of deciding if Movie Theater shooter james holmes should be put to death. He was convicted last week of killing 12 people in an aurora colorado theater. Dozens more were hurt. Defense attorneys argue holmes was insane at the time of the killings and his life should be spared. Weve talked in recent months about the deaths of people of color in police custody, but largely absent are the stories of nativeamericans. David lane is representing castaways family in a civil rights case against the Denver Police department. Hes questioning more than police tactics. Hes challenging their mindset. The Police Act Like theyre a colonial Occupying Force in these communities. They are not there to serve and protect. They are there to occupy these communities. The continuing legacy of antiindian sentiment, while it may not be as vicious and overt as it once was, the fact is that American Indians remain at the bottom of every socioeconomic indicators in the city. So the desperation that someone like a paul castaway would feel being completely alienated in hisoma homeland here. According to a center on juvenile and criminal justice analysis from 1999 to 2011 nativeamericans were killed by police at a higher rate than any other ethnic group in the country n. A theoretical population of 1 Million People 2. 6 nativeamericans were killed on average per year by Law Enforcement, a rate higher than africanamericans and more than three times the rate of whites. We can get more accurate information, and then i think we can understand whether its a matter of Police Training or a matter of the particular pattern of suspects that police in certain jurisdictions encounter. Whether or not theres antagonism between the police in certain communities. Had he been a person of a different race they might have calmed had down. They might have stopped him. Tell us who he is and why he was chosen for this position. Reporter well, i can tell you that the interim city manager here now is from glendale, arizona, and this officer also coming from glendale, arizona from the glendale Police Department although they say that didnt necessarily play into the decision. I can tell you this gentleman has 24 years of experience and he has overseen about 80 detectives. Hes had patrol experience as well. He grew up in southwest philadelphia in a similar demographic to ferguson. The city leaders here say that his race was not a factor. He is a black man. The mayor did say today that that is a bonus. This gentleman says he does feel like he cares, and he thinks hes the right man for the job. He is interested in the position of the fulltime police chief. His plans right now are to follow the recommendations from the department of justice. He says immediately he wants to do bias Awareness Training deescalation training and also Community Policing which is a strong and important thing at the glendale Police Department from where hes coming. Of course right now hes going to be an interim chief. Thomas jackson resigned a while ago. Have officials said why they havent hired a permanent chief at this point . The reason that theyve given for that is that they wanted to have a permanent city manager in place in order to have a Permanent Police chief in place, and right now they dont have either. They still have the interim city manager and they say that process is taking time although the mayor today felt that both gentlemen are qualified. One interesting thing. I was here a couple of weeks ago with the then interim chief that told me that he pulled me aside and said the doj doesnt think we can continue on in the way we are. Here we are a couple of weeking later, and theres a new interim chief. I asked that question in the press conference today, and the mayor said the department of justice didnt have any influence on what was happening and the replacement of one interim chief for another. The longterm reason is they want a fulltime manager in place before they have a fulltime chief in place. Okay. Lori is there in ferguson for us. Thank you. The playground project is 58 photographs of School Playgrounds taken around the world during morning break or lunch break. The photographs come from england, which is where i started the project. I was fascinated by this kind of the different types of schools. Then i expanded it to go to kenya, to america, to china and then also to the west bank and to israel. There was an incredible difference in terms of the locations and types of playgrounds and the landscape and the background from which the children came. Then there was this incredible similarity between how children played. The differences between the playgrounds could be huge in terms of the facilities some of them very basic. Other schools which had some kind of amazing equipment with different types of climbing framing, in china the School Playgrounds stood out because the children there dont have free play. I think recreation is very important because i can remember that the playground for me is one of the first spaces where you go out and explore a little bit on your own. I think that it was a place where you learned to handle relationships. You learned how to deal with kind of problems within groups and i think that that was really important space for it was for me and i could see it for the children as well as i went around.
