Haverhill Police Department names new chief Modified: 4/3/2021 9:42:07 PM HAVERHILL A new chief is set to take the reins of the Haverhill Police Department, according to a town news release. David Appleby, a 22-year veteran of the New Hampshire State Police, is slated to begin work on April 12. He joined the state police in 1999, following an honorable discharge from the U.S. Marine Corps, the release said. During his first year of service in the state police, he had patrol duties in Haverhill. As a trooper, Appleby served on the New Hampshire State Police SWAT team, as a sniper team leader and as a member of the State Police Peer Unit, which provides programs to support sworn and civilian members of the organization. ....
Haverhill reverts to 2020 $4.14M operating budget Modified: 3/16/2021 9:56:03 PM HAVERHILL The Selectboard has opted to revert to the $4.14 million budget Haverhill operated under in 2020 rather than hold another Town Meeting vote for the proposed $4.6 million spending plan. The decision was made Monday night after voters in Australian ballot voting on Saturday rejected the optional Town Meeting procedures Haverhill was following during the COVID-19 state of emergency. Town Manager Brigitte Codling said via email that the Selectboard “voted to revert to last year’s operating budget (no warrant articles) and voted on transfers of allocations between budget lines per our recommendations to ensure continuity of Town operations. ....
Haverhill budget’s fate uncertain after vote Modified: 3/15/2021 10:08:46 PM HAVERHILL Residents at Town Meeting over the weekend ousted the Selectboard chairman and voted against approving the optional meeting procedures Haverhill was following during the COVID-19 state of emergency, creating major budget uncertainty. In Australian ballot voting on Saturday, Michael Graham defeated Haverhill Selectboard Chairman Darwin Clogston, 514-186. And warrant Article 2, whose passage was needed to consider more than 30 other articles, was rejected on a 409-264 vote. Graham, who served on the Selectboard several years ago and runs a family-owned Woodsville insurance agency, said he was running on a platform of “healing Haverhill,” which has been bitterly divided over a plan to create a town fire department and merge the independent district departments into it. ....
