The Texas House on Monday advanced the Senate’s proposal to require voter approval before law enforcement budget cuts after having made a substantial change: Senate Bill 23 would only apply to counties with more than 1 million residents, not city governments or less populated jurisdictions.

The bill is designed to get more Texans especially people of color registered as potential donors. University of Houston senior Yusuf Khan testified in favor of the measure earlier this legislative session, detailing his mother s experience with the bone marrow registry.
The night before Yusuf Khan’s high school graduation, he overheard a phone call.
