In April 2020 Kiowa County Undersheriff Tracy Weisenhorn and Deputy Sheriff Quinten Stump, both new to the sheriff’s department and community, stopped a truck which Morrell was driving and Zach Gifford, 39, was a passenger. The two police officers are accused of shooting Gifford in the back and killing him during the routine traffic stop. Morrell said he wants justice served adding, In my eyes that was murder .
