Legislature takes action to protect conversion therapy, block PFAS rule

The Wisconsin Legislature on Tuesday blocked proposed administrative rules that would ban so-called conversion therapy and address pollution from PFAS, also known as âforever chemicals.â
The Republican-controlled Legislature also approved bipartisan bills that would:
Allow dentists to administer COVID-19 vaccines.
Write into state law protections for pre-existing conditions already in the Affordable Care Act.
Create the first statutory guidelines for how to process sexual assault kits, which can help preserve physical evidence to aid in prosecution.
Require the teaching of the Holocaust and other genocides at least once in grades 5 through 8 and once in grades 9 through 12.
During a flurry of activity, lawmakers in the Senate also sparred over a joint resolution Senate Republicans passed to honor the life and commemorate the career of the late conservative radio host Rush Limbaugh, after declining to pass a resolut ....

State senators have passed a bill aimed at preventing a backlog of sexual assault kits in Wisconsin, a move that comes about a year after a similar effort failed in the Legislature.
The proposal was one of several Senators passed Tuesday on a wide range of topics, from a requirement that schools teach students about the Holocaust to a new rule that could affect how judges handle child custody cases.
The bill on sexual assault kits, often called “rape kits,” is identical to the one that passed the Senate on a voice vote a year ago only to get hung up in the Assembly, where Republicans insisted on changes. ....

MADISON, Wis. (AP) The Senate and Assembly both took up a bill blocking a state Department of Safety and Professional Standards rule that would have prohibited so-called conversion therapy. Both chambers placed the bill in committee, avoiding a veto from Gov. Tony Evers but effectively blocking the rule for the rest of the Legislature’s two-year session.
LGBTQ advocates maintain the therapy is confusing and harmful, especially to children struggling with their sexuality. A 1993 report from the American Academy of Pediatrics concluded that therapy aimed at changing sexual orientation can provoke guilt and anxiety with little chance of success. At least 20 states have adopted laws or regulations banning such therapy on minors, according to Human Rights Campaign. Wisconsin is not one of them. ....

Lawmakers debate conversion therapy, PFAS regulations, genocide education
Today, Republicans in the state legislature gave a nod to a bill permitting conversion therapy for LGBTQ Wisconsinites.
The practice has been under review by the state’s Department of Safety and Professional Standards, which sets rules for ‘professional conduct’ of therapists and counselors. Under Senate Bill 31, the department would be barred from penalizing those who promote or use treatments that attempt to change a person’s sexual orientation or gender identity a practice more commonly known as ‘conversion therapy.’
The Senate legislation, which now heads to committee, would also prevent the DSPS from penalizing those who have sexual relations with former clients and those who discriminate on the basis of gender, gender identity, or ethnicity. An identical bill in the state Assembly is also headed to a committee on state affairs. ....
