CASPER, Wyo. Citizen Desirée Tinoco told the Casper City Council on Tuesday that she founded a group called Missing People of Wyoming on Facebook about a year and half ago.
“My main idea when starting this group was to spread awareness about [missing] people by sharing their flyers,” Tinoco said. “Now, over a year and a half later, I find myself in a struggle of trying to give advice that I am clearly not qualified to give.” ....
