County officials fired for alleged corruption say they will be able to prove they were investigated for trying to root out corruption


Illinois Attorney General Kwame Raoul declined to bring charges against Hulme and Dorman.
EDWARDSVILLE – Former Madison County officials Doug Hulme and Rob Dorman say they continue gathering evidence that proves a two-year-long criminal investigation of them was started because they tried to stop Democratic Party political activity on county time. 
Illinois Attorney General Kwame Raoul, who investigated Hulme and Dorman for allegedly spying on internal emails of county officials and employees, ended the case in late 2019 after finding no basis for bringing charges.
Since then, through multiple Freedom of Information Act (FOIA) requests, Raoul’s office has released to Hulme and Dorman more than 2,000 pages of documents related to the investigation initiated by former state’s attorney Tom Gibbons, a Democrat. Gibbons assembled a task force of 33 city, county and state law enforcement officers in December 2017, which then carried out a ....

Chief Judge William Mudge announced Friday that the circuit judges of the Third Judicial Circuit selected Angela P. Donohoo and Ronald S. Motil to fill two associate judge vacancies. 
“Angela Donohoo and Ron Motil bring a great deal of experience and professionalism to our bench,” Mudge stated in a press release. “They are great additions to the Third Judicial Circuit, and join an outstanding group of men and women who impartially and fairly administer justice for the people of Madison and Bond Counties. My colleagues and I look forward to working with both of them.”
Associate judges are picked by the circuit s elected judges. In the Third Judicial Circuit where there are nine elected circuit judge seats, applicants must receive at least five votes, otherwise balloting goes to a subsequent round. Currently there are only eight seated circuit judges due to the retirement of circuit judge Richard Tognarelli earlier ....

Nineteen applicants seek two Madison County associate judge vacancies

Leslie A. WoodGibbons and Wood, both Democrats, previously ran for circuit judge in the November general election but lost to Republicans Stephen Stobbs and Amy Maher. 
Prior to his run for circuit judge, Gibbons served as Madison County State’s Attorney for two terms. During his tenure as state s attorney, Gibbons initiated an opioid claim on behalf of Madison County residents and secured sentences for those convicted of violent crimes. He also faced criticism for initiating a task force that carried out several raids at the County Administration Building. No charges were filed as a result of those raids.  ....

Napp appointed Madison County Chief Criminal Judge following Tognarelli's retirement


Madison County Circuit Judge Kyle Napp has been appointed Chief Criminal Judge, filling the role previously held by Circuit Judge Richard Tognarelli who retired Jan. 4. 
Napp is the first woman to hold the position of Chief Criminal Judge in the Third Judicial Circuit and was appointed to the role on Dec. 1. The Third Judicial Circuit includes Bond and Madison Counties.
Napp said she is honored to join the ranks of former Chief Circuit Judge Ann Callis, who was also the first female to hold her position. 
Napp said she is “really excited about the opportunity” to follow in the footsteps of former Chief Criminal Judge Charles Romani. She also considered former judge Larry Keshner a role model in her career.  ....
