Lowell eyes tax increase to fund new officers, equipment for police

The budget recommends raising the property tax rate from 43 cents per $100 valuation to 49 cents.
On a home valued at around $137,000 - the median price for a house in the city - the annual property tax bill would rise by roughly $81, from $588 to $665.
The driving force behind the need to raise taxes, Attaway explained, is to add two new officers to the police department, purchase three new police cruisers, and provide officers with body cameras.
The city has not had a tax increase since 2014, Attaway said. And the police department has had no new officers since 2008. That was the year the city went from eight to nine officers. ....

Lowell to add stormwater charge to municipal utility bills
Lowell utility customers will be seeing a new charge on their monthly bills this summer.
For the first time in the city s history, a stormwater utility fee will now be a separate item on each monthly bill.
Residential customers will pay a flat rate of $6.75 per month.
Businesses and industries will pay $6.75 per month for every 2,827 square feet of impervious surface on the property.
Impervious surfaces include rooftops, driveways, patios, sidewalks, or any other hard surface that does not allow rainwater to be absorbed into the ground.
According to City Manager Scott Attaway, the funds raised by the new charge will be used to meet mandatory guidelines imposed on the city by the North Carolina Department of Environmental Quality. ....
