OLYMPIA, Wash. – Washington Gov. Jay Inslee held a press conference Thursday afternoon to provide an update on the state’s ongoing response to the COVID-19 pandemic.
During Thursday s press conference, Inslee talked about the increase of homeless during the COVID-19 pandemic. The governor said while the state s eviction moratorium has saved 75,000 people from become homeless, the amount of homeless people in the state has increased during the pandemic. 
Inslee called on state legislatures to direct funding from the Federal American Rescue Plan towards acquiring low income housing, providing case management for housing and homeless individuals, and providing cleanup and rehabilitation to public spaces that have been used for encampments during the COVID-19 pandemic. ....

ANACORTES (AP) A gravel mine expansion near Lake Erie south of Anacortes has been appealed to the Skagit County Board of Commissioners.
Representatives of the nonprofit Evergreen Islands will argue on Feb. 9 that Skagit County Hearing Examiner Wick Dufford was wrong to approve a permit for the expansion. Skagit County Planning and Development staff will defend their work that led to Dufford s decision.

MOUNT VERNON — In September, a new team from the Skagit County Sheriff’s Office hit the streets.
It’s not a group with fancy new technology or gadgets, but instead is designed to address the basics — and change the way policing is done, one person at a time.
“Treatment, diversion and reduced incarceration time are primary goals of this program,” Skagit County Sheriff Don McDermott said.
In partnership with Compass Health, the Sheriff’s Office formed its Integrated Model of Police and Crisis Teams (IMPACT), which partners deputies and mental health workers to respond to calls together in order to help people get the services they need, not just jail time. ....

Hearing to be held about potential fines for COVID-19 safety violations


The Skagit County Board of Health will hold a public hearing next month on a proposal to establish civil fines for violations of safety orders issued by the county health officer, including those related to COVID-19.
Under the proposal, first-time violators would be fined $50, with the penalty increasing with subsequent violations. For businesses, fines would start at $250.
To date, Health Officer Howard Leibrand has issued no public health orders related to COVID-19, but rather recommendations, county Public Health Director Jennifer Johnson said.
Johnson, who brought the proposal to the board, called the move “rare,” saying the department chooses to focus first on education rather than enforcement. ....
