President Biden’s American Jobs infrastructure plan hopes to shake this country free of wasteful barriers to affordable housing especially in booming areas.
An “innovative” competitive grant program will act to eliminate these harmful zoning and land-use practices. Mr. Biden has the right goal reducing regulatory barriers on new construction could have wide-ranging economic benefits that exceed anything else in his $2 trillion plan. But a competitive grant program is too weak to overcome the entrenched interests like the homeowners who control local zoning boards and the wealthy residents of cooperatives who oppose all neighborhood change that limit building in ....

State College Borough Council votes to rezone downtown homeless shelter

Edward LeClear, planning and community development director for the Borough, presented the rezoning to the council.
Currently, the property hosts worship services for the Nittany Valley Church of Christ, and the rezoning would allow for expansion with the Out of the Cold homeless shelter.
Upon approval, the shelter would be able to expand to provide an overnight facility for 30 guests and provide a more permanent home.
The property is currently a Residence 2 zone code and will change to a Residence 3 Historic, which is the same code as properties adjacent.
The property is owned by The Meetinghouse on Atherton and Vice President Sharon Schafer openly supported the decision to rezone in the meeting. ....

Proposal goes before city council to rezone the area between Third and Fifth Streets east of U.S. 52

A unanimous rezoning vote on the Winston-Salem City Council Monday night cleared the way for a major redevelopment project in East Winston that is expected to bring 325 new housing units east of U.S. 52 near the downtown Innovation Quarter.
Apartments, townhouses and retail and office development are now approved for a seven-acre site just east of United Metropolitan Missionary Baptist Church and stretching from Third to Fifth Street.
Mayor Allen Joines is calling the project one that can achieve a long-stated goal of city leaders to extend the benefits of the Innovation Quarter to a nearby majority-Black neighborhood thatâs also in need of more decent yet affordable housing. ....
