LAHORE: Lahore High Court Chief Justice Muhammad Qasim Khan on Thursday observed that prima facie the premature transfer of former police chief of Punjab Shoaib Dastagir and posting of the incumbent were in violation of the law.
He was hearing multiple petitions challenging the premature transfers of the inspector general of police of Punjab and capital city police officer of Lahore made last year. PML-N MPA Malik Muhammad Ahmad Khan and others had filed the petitions pleading that the removal of former police chief Dastagir and former CCPO Zulfiqar Hameed were illegal and in violation of Police Order, 2002.

After claiming to follow a zero-tolerance policy regarding the ban on kite flying for over one and a half decades, police officials have recommended changes in the related legislation.
CCPO Lahore Ghulam Mahmood Dogar said while speaking to The Express Tribune that the police had suggested heavier fines and sentences for the offence and recommendations with proposed amendments to the Punjab Prohibition of Kite Flying Act 2001 had been submitted to the chief secretary for approval of Chief Minister Sardar Usman Buzdar so that the dangerous activity could be eliminated under a new legal framework.

The year 2020 saw transfers and postings in the bureaucracy and police in Punjab at a frequency never seen before.
The tsunami of ongoing bureaucratic changes in Punjab continued right till December 31.
The Punjab government could not form the province of South Punjab in 2020. However, the South Punjab Secretariat was established for the police and bureaucracy. Dera Ghazi Khan, Bahawalpur and Multan divisions were placed under the new secretariat where an additional inspector general (IG), an additional chief secretary and secretaries of several departments were posted along with their staff.

Punjab Police went through a massive reshuffle during 2020 as hundreds of policemen from the rank of Inspector General of Police to constable rank were transferred or surrendered before the Establishment Division.
A few of the notable transfers included former IGP Shoib Dastaghir, former CCPO BA Nasir, former CCPO Zulfiqar Hameed, DIG Shehzada Sultan, SSP Liaqat Malik, SSP Zeeshan Asghar, SP Asim Iftikhar, SP Anoush Masood Chaudhry.
The first major reshuffle in 2020 was made on April 14. At least six additional inspector generals (add IGs), two Regional Police Officers (RPOs), 13 deputy inspector generals (DIGs) and two senior superintendents of police (SSPs) were transferred and posted.
