Municipalities say York City Council s sewer fee legislation is illegitimate York Dispatch At least three municipalities utilizing York City s sewer system are alleging legislation passed by city council setting sewer fees violates their intermunicipal agreement. City council on Tuesday passed a bill that sets sewer fees for municipalities that use the system, but the three municipalities contend any rates should be set with their input, said Kelly Kelch, West Manchester Township s manager. We don’t recognize it at all, Kelch said. Basically it’s the city’s attempt to impose future sewer rates outside the intermunicipal agreement. Shawn Mauck, West York s borough manager, and Gary Milbrand, York Township s manager, echoed Kelch s concerns and agreed it would violate their intermunicipal agreement. ....
Townships, fearing rate hikes, consider options to York City wastewater system York Dispatch At least two municipalities that utilize York City s wastewater treatment system are considering cutting off their ties to the system entirely in fear that its potential new owner would hike their sewer rates. Manchester and West Manchester townships, two of six other municipalities that use the city s system, recently began exploring options as Pennsylvania American Water Co. prepares to start negotiating rates that would take effect if the Public Utility Commission approves the $235 million sale. Manchester Township s board of supervisors last week passed a resolution authorizing officials to investigate possible alternatives, while West Manchester Township is doing so without an official vote. ....
West York hikes trash fee for second time in three months York Dispatch The West York Borough Council voted 4-3 Monday to increase the quarterly trash fee by $10, bringing the fee to $95 per quarter for each unit. The same motion failed 4-3 at the previous council meeting, but council member Mildred Tavarez, who voted against the increase at the March 1 meeting, was absent Monday, and Mayor Bruce Vick broke the 3-3 tie in favor of the increase. I understand what everybody’s talking about, I truly do, Vick said in reference to the objections. But again, we can’t just keep pulling money out of nowhere to pay bills. ....
