Messenger KUWAIT CITY, April 3: Minister of State for Municipal Affairs and Minister of State for Housing and Urban Development, Shaya Al-Shaya, talked of the completion of the plans to float the first tenders for the South Sabah Al-Ahmad City project this year after taking necessary approvals.
