Halt to Unemployment Repayment Stalled by Contentious Amendment

By Grace Zokovitch & Columbia Missourian

Questions of political opportunism circulated the Senate as an overwhelmingly popular effort to halt the repayment of overpaid unemployment benefits was derailed by a last-minute substitute.
The bill, HB 1083, would require the Department of Labor to stop charging Missourians who were overpaid unemployment benefits during the pandemic. The bill had already passed the House and was well on its way to passing with bipartisan support in the Senate on Monday evening.
Then Sen. Mike Bernskoetter, R-Jefferson City, amended the bill to include a provision that would permanently shorten the length of time Missouri residents are eligible to receive unemployment benefits. Under the provision, Missouri would offer a shorter eligibility window between 12 and 20 weeks depending on the health of the economy than any other state in the nation. ....

The Missouri House on Monday refused to endorse an avalanche of Senate amendments restricting local public health officials’ emergency powers and banning “vaccine passports” on an unrelated bill it had already adopted.
The House Monday kicked House Bill 271 back in a message to the Senate, “House Refuses to Adopt, Requests Senate to Recede or Grant Conference” in reference to a raft of 30 amendments, SS#2, the Senate added to the bill when it passed 25-6 on April 28.
The message calls for a conference committee between the chambers to synthesize the amended HB 271 with another House-adopted bill limiting local public health officials’ authority before the session adjourns May 14. ....

Senate denounces Dred Scott decision, calls for a constitutional convention

JEFFERSON CITY — 175 years ago, Dred Scott and his wife Harriet first sought to be freed from slavery at the landmark Old Courthouse in downtown St. Louis.
Their case went on for 11 years. While the St. Louis court initially sided with the Scotts, on appeal, the Missouri Supreme Court ruled against them, denying freedom for them and their daughters. The U.S. Supreme Court later upheld the Missouri court’s decision.
Now, nearly two centuries later, the Missouri legislature has formally declared that the decision was wrong.
House concurrent resolutions 4 and 5, sponsored by Rep. Raychel Proudie, D-Ferguson, gained approval in the Senate on Thursday. It had unanimously passed the House in March. ....

Defeat of gambling bill likely dooms legislative push against 'gray market' machines

By Rudi Keller
Missouri Independent
The Missouri Senate has defeated a three-pronged effort to expand gambling in Missouri while suppressing unregulated devices that offer cash prizes to players.
The vote that defeated the bill may have been the last chance this legislative session to address the proliferation of devices that some prosecutors have attacked as illegal and that others have refused to file charges over.
“I am disappointed Senate Bill 98 reached an impasse on the Senate floor last night,” the sponsor, state Sen. Denny Hoskins, said in a statement released after Tuesday s vote.
Hoskins, R-Warrensburg, accused casino companies and companies placing the “gray market” machines in bars, convenience stores and other retail locations of working to undermine his bill. ....
