Tue, 03/02/2021 HUTCHINSON Twenty-seven new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on Feb. 26 at a ceremony held in KLETC’s Integrity Auditorium. Deputy Luke Davis of the Gray County Sheriff’s Office was the graduating class president. The speaker for the ceremony was Chief Nelson Mosley of the Rose Hill Police Department. Mike Satterlee, KLETC senior instructor of police, was the class coordinator for the 274th Basic Training Class. Officer Samantha Snell of the Galena Police Department was recognized by KLETC Executive Director Darin Beck and awarded a KLETC Certificate of Commendation for her actions in the performance of her duties. Snell, along with Officer Logan Grant of the Galena Police Department, risked their lives on Jan. 18 in an attempt to save victims of a fiery two-vehicle head-on crash. Grant will be recognized when he graduates March 19. ....

The Portland City Council is scheduled to consider the payment at its March 10 meeting. Just weeks after the family of Quanice Hayes told KOIN 6 News they were close to something, the city of Portland settled an ongoing lawsuit stemming from the teen s police shooting death in 2017. City officials confirmed a settlement was reached that will pay the Hayes family $1.5 million in a structured settlement, plus the nearly $600,000 in the family s attorney fees and costs. The City Council is expected to consider the settlement at its March 10 meeting. Hayes was 17 when he died. He was the suspect in an armed robbery near a Portland hotel and was shot to death by police after a series of seemingly connected crimes. ....

FBI Arrests Man Over Double Murder That Has Baffled Investigators for Decades On 2/9/21 at 11:59 AM EST FBI agents have charged a Tennessee man with the murders of a mother and her 4-year-old daughter after DNA evidence allegedly linked the suspect to the decades-old case. Victor Lofton, 57, of Humboldt, Tennessee, was charged in Lake County Superior Court, Indiana, last Tuesday over the gruesome 1992 murders of Felicia Howard, 21, and her daughter, DenNisha Howard. The charges were brought against Lofton following a probe by the FBI s Gang Response Investigation Team (GRIT) who reopened the cold case in February 2019. According to detectives, Lofton denied having known either victim and to having been in Indiana during the murders when he was interviewed by investigators in September, last year. But DNA evidence and witness testimony gave investigators enough information to bring a case against Lofton, according to detectives. ....
