NCK Tech cabinetry student Wyatt Dooley on Friday rubbed folded-over sandpaper gently over the cherry wood cabinet, smoothing a tiny surface flub.
“I messed up putting on the lacquer, and I have drips and runs,” said the Garden City student during his Friday wood shop class. “I’m carefully sanding it flat so we can put on the next coat of lacquer.”
That s part of the learning process in the NCK Tech hands-on program in which students build a house to learn carpentry and cabinetmaking.

City ponders ball park bleacher shade at Bickle-Schmidt

A $450,000 project to shade the eight ball field bleachers at city-owned Bickle-Schmidt Sports Complex should relieve the No. 1 complaint there, according to Jeff Boyle, parks director for the city of Hays.
“Originally we were seeing more complaints about the playground not being in place,” said Boyle on Thursday evening at the regular work session of the Hays City Commission in City Hall, 1507 Main.
“That project is done and everybody is happy with that,” Boyle told the commissioners. “But we’re still hearing about shade. So now it became the No. 1 complaint that we receive out there.”
Boyle is recommending the commissioners approve the shade project next week during their weekly commission meeting. ....

City of Hays aims to raise $6.795M in bond market to pay for $13.2M North Vine Street project

With interest rates as low as they are, the city of Hays will likely go to market March 25 to sell $6.795 million in general obligation bonds to pay toward the $13.2 million reconstruction of N. Vine Street.
If approved, the 25-year term bonds will carry an estimated debt service of about $338,553 annually, according to Kim Rupp, city finance director.
With interest rates at record lows, the city’s bond adviser is estimating an interest rate of 1.77% for the city, said David Arteberry with Stifel, Nicolaus & Co. of Wichita, “which is historically just an incredibly low interest rate. We can’t guarantee that it’s going to be at that level, but that’s currently where interest rates are.” ....

Covenant Land & Developing Inc. likely will see infrastructure construction start later this year on the second addition of its King s Gate residential development in northwest Hays. That s pending approval Thursday evening, Jan. 28, of the final plat by the Hays City Commission.
The second addition is slated for 22 lots, about 140 feet deep and 65 feet wide. The original first phase of the development, started in 2010, consists of 53 lots.
The privately held Covenant, led by Katherine Burnett, formerly of Hays and now of Camp Hill, Pa., is asking the city to create a special benefit district to fund $738,000 in street and water line improvements for the second addition. ....

City claims R9 Ranch water development foes show a double standard

Opponents of Hays and Russell developing their 7,000-acre R9 Ranch as a municipal water source are guilty of a double standard, according to Hays city manager Toby Dougherty.
Speaking to the Hays City Commission at its regular work session last Thursday evening, Dougherty said attacks by Big Bend Groundwater Management District No. 5 and WaterPACK, a nonprofit agriculture irrigation lobby, show the state’s water rights rules aren’t being applied fairly.
The $80-million R9 project has been in the works for more than 25 years, with Hays and Russell navigating the state’s complicated legal and regulatory process to develop the groundwater source. The project will pipe water 67 miles from the R9 Ranch in Edwards County to Ellis and Russell counties. ....
