It has always been the policy of the Philippines to prioritize the welfare of Filipino workers in the country. Following the mandate of the Labor Code of the Philippines, employers may engage the services of a non-resident alien only upon a determination that there is no Filipino who is competent, able, and willing to perform the services for which the foreign national is desired. This method of analysis, also called the “Labor Market Test,” is utilized by the Department of Labor and Employment (DoLE) whenever foreign nationals intend to apply for an Alien Employment Permit (AEP). The AEP is a permit that is issued by the DoLE to foreign nationals who are working in the Philippines under an employment arrangement with a local company. ....

Meat Industry Ireland said 80% of the sector s workforce were Irish or from an EU country
Meat Industry Ireland has warned politicians that the sector will continue to depend on workers from abroad to meet labour requirements.
Appearing before the Oireachtas Joint Committee on Enterprise, Trade and Employment, Phillip Carroll, chairperson of Meat Industry Ireland said that 80% of the workforce were Irish or from an EU country.
He said that since 2018 the domestic workforce has been unable to meet the needs of the sector and that new permits for general operatives have helped fill vacancies. ....

MII: 'Every effort has been made' to recruit workers domestically

Meat Industry Ireland (MII) said that “every effort” has been made to recruit meat processing plant workers domestically in the last number of years.
Today (Tuesday, April 13) the Joint Committee on Enterprise, Trade and Employment continued its pre-legislative scrutiny of the general scheme of the Employment Permits (Consolidation and Amendment) Bill 2019.
Representatives from MII and Migrant Rights Centre Ireland (MRCI) attended, and Philip Carroll of MII told the committee that employment in the meat sector is “based on full-time direct employment and comprises a mixture of Irish and EU employees who represent some 80% of the total workforce”.
“Irish staff continue to represent the single largest nationality. The majority, mainly European nationals, have worked in Ireland in the years since 2005, after EU enlargement, when a significant number of workers came from central and eastern Europe,” he said. ....
