COVID: EU to reopen for vaccinated travelers; Texas threatens fines

The European Union on Wednesday announced plans to reopen its borders to fully vaccinated visitors, as well as to a list of countries considered safe, with the United States expected to make the cut. 
All visitors from a list of nations considered safe will also be allowed in, a spokesperson said, although it s unclear when these new rules will go into effect. An updated list of countries that meet the new criteria is expected soon, and many experts expect the United States to be included. Up until now, the list only included seven nations. 
The bloc s 27 ambassadors agreed to ease restrictions on nonessential travel and on those who are vaccinated after imposing strict measures to curb the spread of COVID-19 last year. ....
