'Child spies' bill could face Lords defeat as Tory peers rebel

Tory peers, bishops and crossbenchers could inflict defeat on the government after an outcry over new guidance which allows state agencies to use children as undercover spies as part of the government’s covert intelligence bill.
Church of England bishops are among those who are expected to back an amendment led by the crossbench peer and children’s rights activist Beeban Kidron, the former Tory cabinet minister George Young, Labour’s Roy Kennedy and the Lib Dems’ Sally Hamwee.
Labour sources said they believed there would be enough backing to ensure the bill is returned to the Commons, where it is hoped the government may accept some of the new safeguards. ....

The case was brought by the charity Just For Kids Law which argued that there were not adequate safeguards governing recruiting and deploying children as spies.
Jennifer Twite, of Just For Kids Law, said: We are deeply concerned that the Government is taking an end justifies the means approach by suggesting that it might sometimes be justified to put children in harm s way.

UK Lords to Challenge Bill Authorising Children to Spy and Break the Law
A UK government bill, under which older children can be authorised to become spies for government agencies and break the law, will be challenged in the House of Lords next week.
The government’s Covert Human Intelligence Sources (CHIS) bill aims to confirm a set of safeguards and create a statutory basis for the long-used serious crime-fighting tactic of allowing undercover agents to engage in criminality to secure the trust of those they are investigating.
Its guidance (pdf) allows authorization of lawbreaking by children as they covertly gather intelligence, including in the interests of national security or safety, to protect public health, to help collect taxes, and to detect crime. ....
