The tide may be turning on the COVID-19 pandemic in the United States, with a decline in new cases nationally and regionally and with South Dakota’s Board of Regents seeking a more “normal” fall semester on USD’s campus. In response to this, USD student organizations, Vermillion businesses and local government leaders are looking to bring back what they said has been lost in the past year.
The local response to the pandemic over the past year has been driven largely by the USD administration and the Vermillion City Council.
Kevin O’Kelley, assistant vice president of research compliance at USD and member of USD’s COVID-19 Task Force, said the university’s response over the past year was guided by CDC guidelines and student health.

The Vermillion City Council passed a public face mask emergency ordinance in August that also asked businesses to post a sign saying, “Face Masks Requested.” That ordinance is reviewed at each council meeting.

Covid-19 infection numbers have steadily dropped in Clay County since the ordinance was passed. Prescott says compliance with the ordinance may have helped….
The ordinance does include fines of up to one hundred twenty nine dollars for violations. Prescott says so far, they haven’t had any to levy any fines…
City Engineer Jose Dominguez shared with the Vermillion City Council at its noon meeting Dec. 21 some proposed changes to the Business Improvement District (BID) #2 work scheduled to take place in downtown Vermillion in the near future.
Some aspects of the original plans havenât changed. The main area of activity will be on Main Street, from the Ratingen Platz on the corner of Main and Market streets east to the corner of Main and Dakota streets.
Dominguez said the city and the BID Board have decided to not follow one piece of advice offered by Stockwell Engineers who is helping design the downtown improvements.
