Legality of Heritage Act taken up by South Carolina Supreme Court

The South Carolina Supreme Court took up the Heritage Act Tuesday with opening arguments for and against the controversial legislation. 
The Heritage Act forbids any changes to public facilities and monuments named for historical figures without two-thirds approval of the General Assembly. The lawsuit being heard claims the act is unconstitutional because it violates municipalities right to govern local matters and the supermajority vote prevents current and future lawmakers from addressing the issues brought up by the law.
Arguments mainly hinged on the act s two-thirds vote provision, with appellant lawyer Matthew Richardson saying the supermajority was a compromise of the 2000 state Legislature and was intended by then-lawmakers to keep any changes to historical monuments or buildings from being altered or removed.  ....

May 12 COLUMBIA, S.C. South Carolina s state elections director Marci Andino will resign her post at the end of the year, Andino wrote in a two-page letter to the State Election Commission board Wednesday.
Andino will resign effective Dec. 31, according to the letter provided to The State.
Chris Whitmire, spokesman for the state agency, confirmed the resignation letter, adding it speaks for itself.
I have dedicated most of my life s work to ensuring my fellow South Carolinians had the opportunity to vote in fair and impartial elections, Andino wrote to board Chairman John Wells. As I near the fulfillment of the duties of my current post, I stand proud of our accomplishments. And as I plan for future opportunities, I will always remain steadfast in my dedication to the preservation of our democracy. ....
