Throughout the month of March, states continued to introduce new privacy laws of their own as Congress focused on enacting President Biden’s $1.9 trillion COVID-19 relief plan H.R. 1319, the American Rescue Plan Act of 2021 which President Biden signed into law on March 11.
The last month notably featured several key developments in California, as the state announced the establishment of the five-member inaugural board for the California Privacy Protection Agency (CPPA), a new administrative agency created by the California Privacy Rights Act (CPRA) and charged with implementing and enforcing the state’s privacy laws. Further, the state has approved additional California Consumer Privacy Act (CCPA) regulations, which went into effect on March 15. Long-Shot Marijuana Proposal Comes Up Short In Tennessee House

A proposal to introduce medical marijuana in Tennessee has been voted down in the legislature, failing by a single vote in a House committee.
While many Republicans have come around on cannabis, a majority say they’re still concerned about conflicting with federal law.
Even as all but a handful of states have legalized medical marijuana, it’s still considered a Schedule 1 street drug, along with heroin and meth. And so long as the Drug Enforcement Agency sees cannabis as illegal, Gov. Bill Lee will oppose it, says his legislative liaison Callon Schmid. Tennessee Pushes Anti-Free Press Bill

State lawmakers in Tennessee are moving forward with a bill aimed at “stopping the press from serving as a slander machine” by mandating that media outlets which publish reports on criminal charges or civil lawsuits filed against individuals or organizations also publish a follow up report on the outcome of those cases. Legal experts resoundingly derided the measure as “laughably unconstitutional.”
The HB1219, also known as the “Stop Guilt by Association Act,” was placed on the House Civil Justice subcommittee calendar Wednesday and scheduled for debate next week.
Under the measure, if a media outlet reported on the initial facts of a particular controversy, that outlet would also be required to provide comparably equal coverage in “time, place, magnitude, prominence, scale, and manner” regarding the ultimate conclusion of that controversy.
