By Jen Kendrick, North Carolina Pork Council | Apr 06, 2021 What started out as a feel-good story about rescue dogs from China turned into something much more serious, something that could have significant implications for U.S. livestock and agriculture.  In July 2019, a local news segment reported on an organization welcoming a group of dogs that had just arrived from China, rescued from an uncertain fate at a wet market. The footage showed the dogs receiving a hero’s welcome at a local veterinary clinic where they would be boarded until placed into foster homes. The anchors back in the studio gushed about how lucky the dogs were.

To embed, copy and paste the code into your website or blog: The United States Department of Agriculture (USDA) and U.S. Food and Drug Administration (FDA), two of the U.S. Federal agencies responsible for regulation of agricultural biotech recently announced two comment periods related to products under their jurisdiction. On March 8, USDA announced an extension of the comment period on its Advance Notice of Proposed Rulemaking discussing the possible transition of jurisdiction over certain genetically engineered animals from FDA to USDA. USDA had initially published the ANPRM on December 28, 2020, with a 60-day comment period that ended February 26. I discussed the USDA ANPRM in a Wiley alert that we published when the ANPRM was first announced.

USDA reopens comment period on animal biotechnology as new administration comes in and evaluates previous comments made. The U.S. Department of Agriculture is reopening the public review and comment period for an Advance Notice of Proposed Rulemaking (ANPR) regarding whether to establish regulations for the movement of certain animals modified or developed using genetic engineering.  in consultation with FDA, USDA is contemplating regulations that would establish a flexible, risk- and science-based regulatory framework for the regulation of certain animals modified or developed using genetic engineering that are intended for agricultural purposes. In the final days of the Trump administration, USDA and Health and Human Services announced a memorandum of understanding to allow for USDA to have jurisdiction over the regulation of these animals. However, the FDA continued to oppose transferring oversight.
