Council staff were redeployed, volunteers were recruited and new community hubs were set up to support people who were shielding during the pandemic. But across the borough, former armed forces personnel took charge of the operation. Ex-military major John Harker was asked by the local authority to lead logistics for the 24/7 service, which supported shielding people for four months in total. ....
