Graphic Online BY: Ahumah Ocansey 705 The Driver and Vehicle Licensing Authority Act, 1999 (Act 569) brought into being the Driver Vehicle Licensing Authority (DVLA), which was a renaming of Vehicle Examination & Licensing Division (VELD) of the Ministry of Transport. The object of the authority is to promote good driving standards in the country and ensure the use of roadworthy vehicles on the roads, amongst others. Section 3 on functions of the authority states that: “(1) For the purpose of achieving its object under Section 2, the authority shall have the following function(s) (h) issue vehicle registration certificates.” The essence of registration is two-fold: to ensure that vehicles are tested and certified as roadworthy for use; the other is to identity the vehicles as unmistakably Ghanaian, operating in a specific environment. ....

Mr. Joseph Whittal, the Commission on Human Rights and Administrative Justice (CHRAJ) Boss, on Thursday charged Members of Parliament (MPs) and government appointees to declare their assets in conformity with Act 550. In an interview with the Ghana News Agency, he said that would ensure that all public institutions complied with the provisions of Article 286 of the 1992 Constitution and Public Office Holders (Declaration of Assets and Disqualification) Act,1998 (Act 550). The Act states: “A person who holds a public office shall submit to the Auditor-General a written declaration of all properties or assets owned by, or liabilities owed by him, whether directly or indirectly, before taking office at the end of every four years; and at the end of his term of office.” ....
