Waters most recently was deputy assistant director of the bureau s Critical Incident Response Group in Virginia. His first focus in Detroit in 2000 was white-collar crime. After Sept. 11, 2001, he worked counterterrorism matters. In 2005-06, he deployed to Iraq and Afghanistan to support military and intelligence community operations. In 2007, Waters led a squad on Detroit’s Joint Terrorism Task Force (JTTF) that focused on domestic terrorism. That work included investigating Umar Farouk Abdulmutallab, who attempted to blow up Northwest Flight 253 on Christmas Day in 2009 with explosives in his underwear. ....
