Mark Williamson: Costs of North Sea tax breaks laid bare

AS the costs of the pandemic to taxpayers mount, oil heavyweights have provided a reminder that the North Sea industry is unlikely to ease the strain on the public finances much.
In its latest report on payments to governments, Royal Dutch Shell underlined just how much it will cost the Government to help firms cover the huge costs that will be involved in decommissioning redundant North Sea assets.
Shell revealed that it was repaid $99 million by the Government last year. The repayment reflected the fact the costs of decommissioning the once mighty Brent field more than offset the profits the company made on its North Sea output. ....

Petrofac wins one-year extension with NEO Energy

Oilfield services provider Petrofac has been awarded a one-year extension to its integrated services contract with NEO Energy.
The extension, awarded eight months ahead of the renewal date, takes Petrofac’s contract for operations, maintenance, engineering and construction support for NEO Energy’s UK activities, through to December 2022, Petrofac said on Tuesday.
Petrofac supported the transition of operations on the Quad 15 & Flyndre area in 2020 following NEO Energy’s acquisition of the assets from Total.
At the same time, Petrofac assumed responsibility for ongoing operations, maintenance, engineering, and construction under its integrated delivery model. ....

Oil giant gets $100m UK tax refunds amid slump

The company has removed the topsides sections of three of the four giant platforms used on Brent.
Brent was brought into production in 1976. Output reached 700,000 barrels oil equivalent daily in 2001. It is thought the field has generated more than £20 billion tax revenues over the years, at current prices.
Shell paid $13.2bn in total to governments around the world last year. Nigeria received the largest total, $3.2bn.
Shell said it expects to record a profit on its oil and gas exploration and production operations at group level in the first quarter after “capturing the upside from the current commodity price environment”. Oil and gas prices have risen since last summer amid growing confidence in the prospect of the economy recovering strongly from the damage caused by the pandemic. ....

Aberdeen's NEO Energy to acquire Zennor Petroleum

Aberdeen’s NEO Energy has agreed to acquire rival UK North Sea exploration and production company Zennor Petroleum in a deal worth up to £450 million.
The acquisition will provide the company with a portfolio of assets in the Central and Northern North Sea, centred around the Britannia and Eastern Trough Area Project (ETAP) production hubs.
The transactions will see Neo Energy’s output raise from 30,000 to around 80,000 barrels of oil equivalent (boe) per day in 2021.
Aberdeen and London-based Neo’s purchase of Zennor from Kerogen Capital will also add 40 million barrels of reserves and 90 million barrels of contingent resources to its portfolio. ....

CGG extends multi-client survey in North Sea

CGG has announced Phase 2 of its multi-client 3D survey in the Northern North Sea, which will expand on the Phase 1 acquisition initiated in 2020 to add a second azimuth over CGG’s existing Northern Viking Graben (NVG) multi-client 3D survey and extend coverage into the UKCS. The survey is supported by industry pre-funding.

Commencing in early May and continuing throughout the North Sea season, the 2021 Phase 2 acquisition will add approximately 8,000 sq km of new data in an E-W direction.

Similar to the 2020 Phase 1, multi-component technology will be used for the acquisition, and this new data will be processed together with the existing N-S data, using CGG’s latest velocity modeling and imaging technology, to produce a dual-azimuth volume. ....
