Some Hawaii homeowners damage beaches to protect their homes. A new law could help change that


Property owners selling homes, hotels, condos and businesses along Hawaii’s coastlines must disclose whether the properties are susceptible to damage from sea level rise under legislation that’s set to take effect next May.
While the risks of building and maintaining property along the state’s shorelines have been evident for decades, state lawmakers passed the measure this year to make sure that prospective buyers are fully aware of those risks, which will only increase as the state’s coastlines are increasingly battered by flooding and stronger storms.
“It’s looking at making sure that if people are buying our shoreline properties that they are well aware of what the drawbacks might be in the future,” said Sen. Gil Keith-Agaran, who introduced the bill, which will become law this month. ....

State Senator Inouye Wants Honolulu Rail to End at Ala Moana

State Senator Lorraine Inouye, the vice-chair of the Senate Transportation Committee, has long been involved in the rail project dating back to Governor Linda Lingle’s administration.
She was involved in the plan to help fund the project through a general excise tax increase and also believes it was a mistake to cancel the private-public partnership deal. She joined The Conversation to explain her position to finish the route to Ala Moana.

Proposal to Extend Public Land Leases Now Before Gov. Ige


House Bill 499 Public Land Leases
House Bill 499 authorizes the state Board of Land and Natural Resources to directly negotiate lease extensions with tenants of public lands. This includes leases for commercial, government, industrial, resort, or mixed-use purposes. Big Island Senator Lorraine Inouye says the bill will incentivize investment and long-term maintenance of Hawaiʻi’s public lands.
“The burden of improving lease properties lies on the lessees, many of whom are willing to make the investment in exchange for lease extensions,” says Sen. Inouye.
Public land leases currently have a maximum term of 65 years, with some tenants approaching the end of their leases. Under HB 499, these tenants will be eligible for an extension if they commit to investing at least 30 percent of the property’s fair market value into renovations or developments to the property. ....
