Having lived in different communities I’ve gotten to experience different systems for handling garbage collection and recycling. For residential garbage collection, one community used Pay As You Throw. This system is similar to utility usage, you pay by volume, those who generate less garbage pay a lower bill than those who generate more garbage.
Your monthly bill is determined by the size trash can you choose. Trash cans are provided by the entity (city or private hauler) that collects your garbage. Of course exceptions should be made for people with special needs, such as care givers and citizens with certain disabilities.

What’s up with all the litter? Litter reflects an uncaring attitude. Our waste reduction/recycling programs can help change that attitude by being transparent and teaching concern for our natural environment and other people.
A comprehensive waste reduction/recycling program including a fenced, manned, immaculately clean, family friendly, parklike drop off center, complemented by ongoing education for all ages is very effective in changing attitudes.
Such a program goes deeper than moving materials around. Citizens who haul their own discards, sort them themselves, and are continually exposed to truthful information, become citizens who think about how their lifestyle effects others. Thinking begets change.

Folk singer, Pete Seeger, got it right, “If it can’t be reduced, reused, repaired, rebuilt, refurbished, refinished, resold, recycled, or composted, then it should be restricted, redesigned or removed from production.”
I certainly hope that after spending millions of dollars to clean up the air and water in Chattanooga we don’t end up with a plastic factory. Don’t be fooled by those who want you to mindlessly over-consume. Depending on the item, it can be wasteful to use something briefly, then spend money and energy to break it down to turn it into something different.
