Bill to review domestic violence fatalities advances

A House bill to study domestic violence fatalities in the state continues to make its way through the legislature. Louisiana Coalition Against Domestic Violence Executive Director Mariah Wineski said House Bill 452 creates a multidisciplinary team within the health department to review a victim’s records.
“And then based on those reviews they will identify systemic issues or patterns in those homicides, and then make some data-driven recommendations to hopefully help prevent future homicides,” said Wineski.
The review will pinpoint missed opportunities for intervention and potential areas for reform.
Wineski said Louisiana has one of the highest rates of domestic violence fatalities in the nation and the formation of a review team is overdue. ....

A legislative proposal that would make it easier for victims of domestic violence to apply for a temporary restraining order has come under fire from Louisiana s powerful gun lobby though its proponents aren t exactly sure why.
House Bill 55 from New Orleans Democratic Rep. Aimee Adatto Freeman would remove the requirement that an application for a temporary restraining order include a notarized affidavit. Instead, it would allow applicants to provide a written affirmation, signed by a witness, that the facts included in the petition are true. ....

Opinion: Louisiana must commit to fighting violence against women


For a decade now, Louisiana has held the unfortunate distinction of having one of the highest rates of women murdered by men — known as femicide — in the nation. 
The state ranked second in the U.S. in 2019, with femicide rates over twice the national average. The following year brought slight improvements, moving Louisiana down to the fifth spot but maintaining a rate 77% higher than the national average.
For several years prior to 2020, the state s increasing femicide rate outpaced the overall national upward trend. It has also disproportionately impacted Black women, who made up 63% of all femicide victims in Louisiana in 2018.  ....

Maeve Wallace, PhD, studies maternal mortality. Specifically, she studies the violent deaths of pregnant and postpartum women. She’s known for years that guns are involved in most cases of maternal mortality. But Wallace has never been able to recommend gun-restricting policies in her federally funded research papers or request federal funding for gun violence research until now.
After a 24-year-long ban, the federal government made funds available to study gun-violence and gun-violence prevention through the Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH).
“I think it’s sort of shocking to believe that it was banned for so long,” Wallace said. “If we were to really think about the magnitude of loss of life among pregnant and postpartum women in this country, we want to include homicide and suicide to really capture the magnitude of this problem.” ....
