Richard, Spencer take top prizes in Ohio Youth Capital Challenge COLUMBUS Allen County’s Cadence Richard won a $500 scholarship for her policy proposal on feral cat overpopulation, presented during the Ohio Youth Capital Challenge. Richard and a teammate from Scioto County were the civic contest’s first-place winners for 2021. Lucy Spencer, of Auglaize County, was also recognized with a second-place prize for her team’s proposal to support sexual harassment victims in the workplace.
