With fare evasion decriminalized under a law Gov. Baker signed in January, MBTA staff on Monday proposed ending the practice of marking driver’s licenses for non-renewal if a resident failed to pay a fare evasion citation.
Transit justice advocates have been pushing the public transit agency to decouple paying fares from driver’s licenses, arguing that those who cannot afford evasion fines which currently can total several hundred dollars should not have driving privileges stripped.
MBTA Acting Assistant General Manager for Policy Lynsey Heffernan said on Monday that staff have “heard the concerns of our riders loud and clear” and would recommend that the Fiscal and Management Control Board approve new regulations without the licensing impacts, though she encouraged board members to “re-evaluate” the policy once its effects become clear. ....

The Massachusetts Bay Transportation Authority is preparing to lower penalties for fare evasion as it plans a new system that would regularly require riders to verify they have paid for their rides.
For years, the MBTA has levied hefty fines against fare skippers, with a $100 citation for a first offense, $200 for a second, and $600 for a third. But in January, Governor Charlie Baker signed into law a measure that decriminalized fare evasion and gave the MBTA authority to set its own fines. The T is now proposing to limit fines to $50 for each of the first three offenses, and $100 for each subsequent violation. ....

MBTA transforming fare collection system, to eliminate onboard cash payment

The MBTA is in the process of phasing out onboard cash payments in the hopes that it will increase efficiency and be more convenient for its riders.
As part of its “Fare Transformation,” the MBTA will be expanding its network of retailers, in-station fare vending machines and new streetscape fare vending machines at bus stops, commuter rail, Green Line and Mattapan Line stations across the region. This will give riders more places to load cash onto CharlieCards than were previously available. 
“For years, the MBTA has heard from our riders that we needed to update and modernize our fare system,” said Lynsey Heffernan, the MBTA’s deputy director of policy and strategic planning. “An important piece for us as an authority, however, was keeping in mind that we have many riders who currently pay cash on board. … This is an important segment of our ridership and we wanted to make sure that they still have the ability to utilize our system as we ....
