The settlement agreement formalizes a system in place for those plaintiffs to vote in private, without assistance, from their homes. Lynn Merrill, one of the plaintiffs, said she deserved the right to cast a private ballot instead of having her ballot filled out by someone on her behalf and witnessed by a second person. Disability Rights Maine brought the lawsuit in July and the secretary of state’s office responded by putting a system in place before the November election.
