OLYMPIA Petty disputes at the statehouse often confine themselves to negotiating rooms or floor speeches, or perhaps a little low-key payback down the road.
But on Tuesday, the squabble between the Washington Legislature and Gov. Jay Inslee over his use of partial vetoes played out in far grander fashion: before the Washington Supreme Court.
In oral arguments, the justices heard the case known as Washington State Legislature vs. Jay Inslee. It’s a legal struggle that could tweak the balance of power between two of Washington’s separate branches of government. ....

Washington Governor Jay Inslee signed a sweeping set of new environmental laws Monday. He also vetoed some of their key provisions, drawing criticism from both Democratic and Republican lawmakers.
The five new laws aim to tackle pollution from fossil fuels and petroleum products as well as the various harms they do to the global climate, human health, and sea life:
Creating a âcap-and-tradeâ system to limit carbon emissions from the stateâs biggest polluters
Creating a âlow-carbon fuel standardâ that requires cars and trucks to shift to cleaner fuels in the coming years and make the daily commute less of a threat to the global climate. ....

The pushback from Republicans and some key Democrats was fierce after Governor Jay Inslee issued partial vetoes Monday to portions of climate legislation linked to the passage of a transportation package, undoing what some called the “Grand Bargain.”
The Governor issued partial vetoes to subsections of the cap-and-trade and low carbon fuel standard, two major climate bills passed by the Legislature during the 2021 session. Speaker Laurie Jinkins said the move was a clear instance of executive overreach.
Washington Courts have consistently held that as a co-equal branch of government, the legislature is responsible for drafting laws and the executive branch is responsible for implementing them. The Constitution provides the governor only limited powers to veto legislation.
