California State Budget for 2021-22 Draws Both Pushback and Praise

Depending on where they stand, a number of political leaders in California either praised or pushed back on Gov. Gavin Newsom’s $ 267.8 billion budget proposal for fiscal year 2021-22. The plan includes a broad range of high-dollar investments intended to help the state’s struggling economy recover from the COVID-19 pandemic.
On Friday, the governor announced his mid-year budget, which Sacramento insider’s call the “May Revise.” It is an enhanced and more detailed version of the smaller $227 billion spending plan Newsom sent to lawmakers for approval in January. ....

Senate approves "Brandon's Law" to ban deceptive marketing in rehab industry


The California State Senate unanimously approved “Brandon’s Law” (Senate Bill 434) by Senator Patricia Bates (R-Laguna Niguel) to prohibit an operator of rehabilitation treatment facilities from providing any form of false advertising or marketing services. SB 434 will head next to the Assembly for its consideration.
“I’m pleased that my Senate colleagues approved my bill to help stop the exploitation of vulnerable people seeking addiction treatment,” said Senator Bates, a former social worker whose beat encompassed communities ravaged by drug addiction. “While there is still work to do for the bill to become law, I’m very encouraged by the progress I have seen so far to end deceptive marketing.” ....

Senate committee rejects Prop. 13 reform and $348 million for essential services


The Senate Governance and Finance Committee rejected Senate Bill 706 by Senator Patricia Bates (R-Laguna Niguel) on a partisan vote that would have corrected an outdated interpretation of property “change of ownership” that has been part of the long running debate around commercial property and Proposition 13 (the 1978 initiative that limited property tax increases).
“Politics has once again prevailed over common sense,” said Senator Bates. “It is clear that tax-and-spend interests are not interested in fixing a problem with Prop. 13. They would rather use the problem as a pretext to gut Prop. 13 in a future election. This cynical political strategy has been going on since 2014 and has only hurt local governments who will continue to lose $348 million each year for essential services. Californians deserve better.” ....
