Three former executives of Bucks County engineering firm arrested for allegedly thieving clients of more than $2 million


Former owner and board member Ross Boucher, as well as former managing directors Mark Eisold and David Jones, allegedly repeatedly overbilled clients for time spent on the job, resulting in bonuses for the three individuals that they would not have earned otherwise
The fraud scheme was uncovered by another managing director in 2018, when it was discovered that Eisold had consistently put additional work hours into invoices. One such bill stated that one employee had worked 34 hours in a single day for a client.
The alleged scheme took place from 2009-2018, according to a review conducted by Shapiro’s office and forensic accountants.  ....

LOWER MAKEFIELD TOWNSHIP, PA Executives with a Bucks County engineering firm ripped off local governments, including Lower Makefield Township, by charging them for work that was never performed, according to criminal charges announced Tuesday.
The Pennsylvania Attorney General s Office announced the charges against three former company executives of Boucher & James, a civil engineering firm headquartered in Doylestown. The charges are in connection with what prosecutors call a scheme to overbill municipalities.
The firm provides services in land planning, civil engineering, landscape architecture, surveying and building code compliance to more than 30 public entities in eastern Pennsylvania, including Lower Makefield, which was named as a victim in the case. ....

HARRISBURG, PA The Pennsylvania Attorney General s Office announced criminal charges Tuesday against three former company executives of Boucher & James, a civil engineering firm headquartered in Doylestown, in connection with a scheme to overbill municipalities for work that never happened.
Prosecutors allege that Ross Boucher, the former owner of the firm who also served on the board, conspired with former managing directors Mark Eisold and David Jones to bilk municipalities out of more than $2 million between 2009 and 2018.
The firm provides services in land planning, civil engineering, landscape architecture, surveying and building code compliance to more than 30 public entities in eastern Pennsylvania, including Lower Makefield Township and the Bucks County Water and Sewer Authority, which were named as victims in the case. ....
