Return of city parking enforcement causes issue for sheriff's office

CHILLICOTHE- With jail construction ongoing at the Ross County Jail and city parking enforcement back in full swing, the Ross County Sheriff s Office has had trouble finding parking.
The construction at the jail had previously caused the Road Division to move from the lot behind the county jail, making room for employees that work at the jail and reducing the parking problem while construction is ongoing, according to Sheriff George Lavender.  
But with meters going active again, deputies may have to pay to park, said Lavender in a meeting with commissioners Monday morning. 
Parking enforcement returned to Chillicothe earlier this month in an effort to create better traffic flow downtown, reducing hazards, preventing vehicles from monopolizing limited parking spaces and creating turnover to maximize the number of visitors, as previously reported by the Gazette.   ....

Chillicothe Man Indicted for April Jail Escape

A Chillicothe man has been indicted by the Ross County Grand Jury on a felony count of escape.
James E. Umphries II, 39, of Chillicothe, has been indicted on a single fifth-degree felony charge of escape after his fled from his Ross County Jail work detail on April 2nd, 2021.
Mr. Umphries had been serving a jail sentence on misdemeanor theft charges. He remained missing for more than a week, but was located on April 13th at a residence on Stone Road and was placed back into custody. Mr. Umphries now faces a potential sentence of up to 12 months incarceration, and a fine of $2,500 if convicted. ....

Sheriff's Office identifies inmates who died in April


CHILLICOTHE - The Ross County Sheriff s Office has released the names of two inmates who died after medical incidents at the Ross County Jail earlier this month. 
On Friday, April 9, William Van Barr Jr. was in a holding cell in preparation for booking into the jail. Deputies discovered that he was suffering from some type of medical emergency in the cell, according to Major Tom White, Jail Administrator for the Ross County Sheriff s Office. 
At that point, Van Barr was still breathing shallowly. CPR was administered. 
As a precaution, they went ahead and administered Narcan, because the good that comes from Narcan far outweighs anything negative, but there was no indication that it was or was not any type of overdose, said White.  ....
