The vote was 4-3, with Councilman Andre Knight making the motion for the action and Councilman Reuben Blackwell seconding. Councilmen Richard Joyner and T.J. Walker voted yes.
Councilman Lige Daughtridge, who wanted a postponement for the time being to allow for more research by the city, voted no. Councilman W.B. Bullock and Councilwoman Chris Miller also voted no.
The item was brought up and discussed extensively during the Dec. 14 council work session and subsequent council regular meeting.
