MENTAL HEALTH HELP: More than $11.5 million in federal relief funding is available to assist public school districts in providing mental health support and other wraparound services to pre-K-12 students.
The money also will support community college efforts in expanding programming to help more Iowans earn short-term credentials needed for in-demand careers.
Gov. Kim Reynolds and officials with the Iowa Department of Education say funds are Iowa’s share of more than $1.3 billion in federal COVID-19 relief money.
The funding will support up to $8.67 million in competitive grants to help pre-K-12 school districts coordinate and deliver mental health services and wraparound support to students, youth mental health first aid training and implementation, and suicide prevention services and programming. ....

Senate’s Democratic leader proposes changes for future election recounts

Senate Democratic Leader Zach Wahls says now that Democrat Rita Hart has conceded Iowa’s second congressional district race to Republican Mariannette Miller-Meeks, disparities exposed by the recount in that race can be addressed.
“I think the time is right, for a leadership bill, for Democrats and Republicans to come together to make some bipartisan changes to how recount elections are handled in Iowa,” says Wahls, who is from Coralville, which is in the second congressional district.
Two weeks ago, Hart dropped her request for a U.S. House review of the contest. Miller-Meeks finished six votes ahead of Hart in November’s recount of the 400,000 ballots cast in the second congressional district’s 24 counties. Scott County barely competed its recount in time and Wahls says priority one should be letting counties have more than three me ....

Five facts on contested elections


Here are five facts on contested congressional elections:
1.         The authority for the House to overturn election results comes from the Constitution and the Federal Contested Elections Act.
Article 1, Section 5 of the Constitution says “Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members,” which means that the House and Senate can determine whether a member has been duly elected. In 1969, Congress passed the Federal Contested Elections Act, which laid out a procedure for losing candidates to contest the outcome. Within 30 days of the election’s certification by the state election body, the losing candidate can file a notice with the U.S. House, starting a process including candidate statements and depositions. The process resembles a court trial, with the losing candidate having the burden of proof. ....
