As noted in materials that I sent to the Times Colonist on Feb. 24, my complaint is:
“Against the licensee of CFAX in the Greater Victoria area for breaching its obligations under the Broadcasting Act and the Radio Regulations to provide programming that is of a high standard and balanced on matters of public concern. Specifically, my complaint arises from the licensee’s unbalanced and misleading programming on the matter of homelessness and poverty in the Greater Victoria area.”
This context is relevant to the subject matter of the editorial.
It is therefore odd that it was withheld from Times Colonist readers. ....

Parking fees proposed at nine CRD parks — but not Island View Beach

A staff report recommends adding paid seasonal parking in 2022 to nine parks, with a gradual implementation over three years. This, along with existing fees, would generate $1.9 million annually.
The parks are Devonian, East Sooke, Elk/Beaver Lake, Francis/King, Horth Hill, Matheson Lake, Mill Hill, Mount Work and Witty’s Lagoon.
Saanich Coun. Rebecca Mersereau, the parks committee chairwoman, said the parks were chosen largely based on the number of visitors they get.
Not on the list is Island View Beach Regional Park, even though Mersereau said a lot of people seem to think it is. “I would say the majority of emails in my inbox do concern Island View,” she said. ....

Speed of electric bikes helped spur effort to widen regional trails

A third-party study on widening the trails identified the increasing use of electric bikes as one of several key issues for trail users.
“The introduction of electric bicycles in recent years has created challenges when mixed with other, non-power assisted trail users primarily due to the speeds that e-bikes can achieve. E-bikes are also generally larger and heavier than conventional bicycles, increasing the damage/injury that may occur in case of collision,” the report says.
Bill Fry, owner of Trek Bicycle Store, said electric bikes have been rapidly growing in popularity over the past three years. Many of the people getting on e-bikes are new to cycling or haven’t been a regular biker for a while, he said, which can lead to issues if someone takes the bike to its maximum speed, which is capped at 32 kilometres per hour. That’s a speed Fry can reach on his road bike, but he has years of experience. ....

Royal Oak 11-storey condo project headed to public hearing, despite opposition

Mike Geric Construction Ltd. wants to put up two buildings on the site, starting at 11 storeys and “terracing down” to a five-storey structure beside the existing apartments and townhouse developments, a city report says.
The project would have a total of 242 condos including 43 that would be secured in perpetuity as “affordable” and sold at 15 per cent below the appraised value.
Residents have voiced concern about the project’s proximity to the park as well as its density and height, which exceeds the four-storey limit in the official community plan
There’s also a covenant on the 1.3-hectare property that restricts the site to 98 residential units. ....
