PLANS for a new pavilion on a Winchester park have been scaled back because of the costs. Community campaigners have been pressing for a new cricket pavilion at North Walls park for five years and planning permission has been agreed. But the city council says the current plans are £100,000 over budget. It has committed £595,000 and the community campaigners have raised another £214,000. Strategic director Richard Botham told the town forum: Tenders have been above estimates. The costs remain well in advance of our budget. We are not in a position to proceed with the tender. We recognise the need to replace the pavilion and it is a priority of the city council to do that.

The town forum agreed to pay around £8,000 to subsidise Stagecoach services into the evening. The meeting heard there had been a big drop in usage of the buses last year because of the lockdown, with passenger numbers falling by 80-90 per cent. Strategic director Richard Botham said that without the subsidy from the town forum, city councillors who represent the city area, the services would have been stopped. Cllr Martin Tod, portfolio holder for economic recovery, said the £8,000 a year subsidy for three nights was incredible value because it not only enabled the night buses to run but also persuaded Stagecoach to run services in the early evening in the gap until the night service started.

Some are making more in yearly pension contributions, than many people get in their annual salary. The council’s highest paid officers appeared on the Town Hall Rich List 2021 for 2019/20. Five Winchester City Council employees appeared in the list and 24 from Hampshire County Council. Winchester City Council’s chief executive Laura Taylor earned £120,000, plus £1,000 in expenses. Add in her pension, £19,000, and she cost taxpayers £140,000. Also appearing on the list is strategic director of services Richard Botham who last year earned £109,000, made up of a salary of £91,000, £3,000 expenses and £15,000 in his pension pot. Chas Bradfield, the council’s strategic director of place, earned £97,000, plus £2,000 in expenses and £16,000 pension, bringing his total to £115,000.
