LAST month I explained about Maldon District Council’s performance and governance committee, but another of the council’s important committees is the strategy and resources committee - or ‘S&R’ as it is known. Members of this committee are appointed annually and politically balanced with five Independent councillors, four Conservative councillors and two non-aligned councillors. Again, it does not include members of the overview and scrutiny committee, to keep any scrutiny in relation to this committee impartial. S&R handles some pretty heavy subjects such as the monitoring and regulation of the council’s finances, including investments and borrowing, reviewing the operation of the council’s financial regulations and procedures, making recommendations on any changes in accordance with its treasury management strategy or budgetary framework.
AMBITIOUS holiday park plans for 70 lodges have been unanimously turned down by Maldon District Council. Breaking code Controversy first began when former council leader Adrian Fluker was found to have breached the councillors code of conduct. An independent investigation was launched after complaints were made against him for making a throat-slit gesture and saying Hello Sailor to fellow councillor Richard Siddall. In his official complaint, Mr Siddall said that Mr Fluker had subjected him to bullying, intimidation and homophobic behaviour over a sustained period. Mr Fluker stood down as council leader after four years on the leadership team. Councillors later voted to suspend Mr Fluker from sitting on council committees and working parties for 12 months.
