Following a 90-minute workshop on vehicular noise, the Moab City Council met for its regular meeting on Tuesday night. The group voted to award a contract to a local HVAC company to address severe deficits in the Moab Arts and Recreation Center building, rejected a proposed interlocal agreement between the City of Moab and Grand County, and passed a resolution continuing the local emergency proclamation due to the economic impact of COVID-19 on the city.
Moab City Public Works Director Levi Jones reported that two of the MARCâs five furnaces failed during the winter, while another is in poor condition. Many spaces in the MARC no longer have heat, including downstairs offices where space heaters have been used. ....

Moab City Attorney Laurie Simonson summarized steps the city has already taken toward mitigating street noise at a city council workshop on March 9: It has implemented a 15 mile-per-hour speed limit for off-highway vehicles like UTVs and ATVs on city streets, placed a moratorium on licenses for new UTV-related businesses, and placed a moratorium on on special event permits for ATV events.
After the defeat of a proposed state law that would have allowed Moab to place a nighttime curfew on OHVs, the council discussed revising the cityâs existing noise ordinance and approaches to enforcement and touched on coordinating on noise issues with other authorities like Grand County and the Bureau of Land Management. ....

Letters to the Editor: UTV regulation

While we support the efforts by our elected officials to pursue state legislation that could help Moab regulate UTV impacts, the Moab City Councilâs decision to table discussion of the Temporary Land Use Code is extremely disappointing. [See âCity officials table further OHV restrictions, focus on proposed state legislation,â Feb. 11 edition. - ed.] Our town is being held hostage by a handful of business owners who are resistant to any kind of regulation. The claims of discrimination and victimhood from these businesses are disingenuous. UTV outfitters have known since day one that the law allowing them on our streets is controversial, with some sort of regulation inevitable. ....
