All local authorities are required by government to set out a plan for development and to approve a certain number of new homes each year.

Property developer Romal Capital has committed the funding to a new scheme providing 330 smart homes, shops, public space and other amenities at Central Docks, as well as investment in the surrounding area to help regenerate the waterfront.
A developer has announced plans for a £100m mixed-use project on Liverpool’s Central Docks area.
Romal Capital is planning a 330-home and retail waterfront scheme that will provide a pedestrian link from the city’s Princess Dock to the proposed new Everton FC stadium at Bramley-Moore Dock. The docks are part of the £5bn Liverpool Waters regeneration scheme (pictured).
Proposed new public spaces for the Central Docks brownfield site include a floating pontoon, a suspended 6 metre-wide cathedral-style bridge bordering the river canal for pedestrian and bike access, as well as rooftop gardens and leisure space for outdoor dining.
The developer has submitted a planning application to Liverpool City Council. Last year it oversaw the building of 237 apartments on the nearby Quay Central and Park Central areas.

The developer has lodged fresh plans to build 330 homes and retail space at a derelict site on Liverpool’s historic waterfront, significantly scaling back its 2019 application.
Romal Capital in January that year unveiled a vision for a “little Amsterdam” at Liverpool’s Central Docks, featuring 646 apartments and commercial space at Plot C02 of the Liverpool Waters regeneration zone of which Peel L&P is the principal landowner and master developer.
The Ollier Smurthwaite-designed scheme was never determined by Liverpool City Council and Romal – headed up by Australian co-founder Greg Malouf – continued to work on the plans.
Now, the company has submitted a new application to the council featuring revised proposals for the Central Docks site.
