Central Bank to conduct major review of mortgage rules
Regulator says multi-year review will assess whether measures have achieved their objectives

The Central Bank of Ireland will begin a major review of its mortgage lending rules next month, the first since the measures were introduced in 2015.
The review will consider the effectiveness of rules, whether they have achieved their aims and the evolution of the housing and mortgage markets since their inception.
It comes amid another acceleration in house-price growth, and an outcry over foreign investment funds bulk-buying family homes.
According to the minutes of the Central Bank’s latest macro-prudential meeting in April, “a plan for proposed listening and engagement events regarding the mortgage measures was discussed and agreed”. ....

Little or never-used bank accounts are occupying the minds of readers this week. First up is Fergus who emailed in connection with a letter Bank of Ireland sent to his 25-year-old son, Mark. When he was a student, Mark was persuaded to open an account with the bank with an introductory offer of a small sum of money “and some sort of phone charger that he was delighted to take”.
This all happened years ago and Mark never actually used the account and no correspondence was ever received at his address right up to the start of April this year. The charger probably doesn’t work now either. Early last month a letter came. It confirmed that there had been no transactions on the account but Mark had been overdrawn for the previous six months. ....

New blunder as AIB misreports 6,000 payment histories


In the latest blunder, AIB incorrectly marked a huge number of accounts in reports to the Central Bank’s Central Credit Register with a “settled flag”.
This indicates to the register that a settlement was reached between the customer and the bank and could be considered a negative event on a customer’s credit record.
A number of people who contacted this publication said the mistake was made on their credit record even though they did not have an issue with missed payments.
They now fear they will be refused loans.
The Central Bank has been informed about the incorrect reporting, AIB said. ....
