No criminal charges will be filed against a Kansas sheriff s deputy who fatally shot an unarmed woman who refused to pull over during a high-speed police chase that began over a wrong license plate on a vehicle, a prosecutor said Thursday.Sedgwick County District Attorney Marc Bennett released his final report concluding that the deputy is immune from prosecution in the Dec. 30, 2019, death of 51-year-old Debra Arbuckle. Bennett cited the state s stand your ground law under which a person who acts in defense of himself or another is immune from prosecution. He determined the deputy fired his weapon to stop what he perceived to be a threat of bodily injury to himself and his fellow deputies.Attorney Michael Kuckelman, who represents Arbuckle s son in a federal lawsuit over her death, said Thursday that the family is disappointed that Sedgwick County Deputy Kaleb Dailey is not facing a homicide ....

BELLE PLAINE, Kan. (AP) The dashcam video captured a horrific scene: a Kansas sheriff’s deputy in a patrol truck mowing down a Black man who was running, shirtless, across a field in the summer darkness after fleeing a traffic stop.
Lionel Womack a 35-year-old former police detective from Kansas City, Kansas alleges in a excessive force lawsuit filed Thursday that he sustained serious injuries when Kiowa County Sheriff’s Deputy Jeremy Rodriguez intentionally drove over him during the Aug. 15 encounter.
Womack said in a statement that he hadn’t been speeding nor was he under the influence of anything when he was initially pulled over. His driver’s license, insurance and registration were up to date. ....

A police officer intentionally drove over a Black driver who fled on foot from a traffic stop that involved multiple police departments in Kansas, according to a new lawsuit. Lionel Womack, a former police officer, filed the lawsuit Thursday and said that dashcam video from the encounter this past summer corroborates his allegations, the Associated Press reported.
Womack, 35, whose lawsuit alleges he “sustained serious injuries to his back, pelvis and thigh as well as to his right knee, ankle and foot,” says there was no justification for him to be pulled over.
