The Weird Case of Tina Resch and the Poltergeists

Tina Resch had had a pretty rough start of things. In 1969, at only 10 months of age her mother abandoned her at a hospital, and she was soon placed with a foster family in Columbus, Ohio, by the name of John and Joan Resch. Things were fairly normal at first, but Tina began to display temper tantrums and was disruptive at school, allegedly throwing things when no one was looking, although she denied this. Tina became the subject of merciless bullying at school, so the Resch’s had her take home schooling. It was from here that the girl’s personality would change, going from cheerful and outgoing to morose and despondent, with Tina rarely ever leaving the house. All of this was made worse by alleged abuse by the strict, authoritarian Resch’s, and in 1984, when she was 14 years old, things would begin to get strange. Street construction projects in Sleepy Eye

Another busy construction season is in the works! 1st Avenue is actually a county road and Brown County has decided it is time to reconstruct 1st Avenue from Walnut Street all the way north to St. Mary’s Street. The county will also be doing a rehab of St. Mary’s Street from Highway 4 north to 3rd Avenue NE, and 3rd Avenue NE from St. Mary’s Street to Windsor Road.
The city’s portion of the reconstruct project will be to replace the sanitary sewer and water main, along with all service lines. The county’s portion of the project will be to remove and replace the entire road surface, all the curb and gutter, and most of the sidewalk and pedestrian ramps. This project will be similar to our street and utility project that was done this past summer. The rehab part of this project will consist of mill and overlay of the street surface along with spot repair of some curb and gutter. The county will also be removing and replacing any ....

My first year as Public Works Director is in the books, and what a crazy year it has been. The year started out with learning the basics of the operational and financial side of the Public Utilities, figuring when or when not to declare snow emergencies throughout the city, along with helping to get construction plans finalized and ready to go out for bids. Once plans were finalized, the two construction projects went into the bidding process, and in the end, bids were awarded to two local contractors.
Then, along came COVID-19 and threw a wrench into just about every aspect of this job, as it did to many other jobs. We had to sit down as a team and figure out what would be the best way to keep the city departments running safely and effectively. We began with staggering shifts with our staff, closing facilities, limiting visitors to city buildings, and conducting just about every meeting virtually. Looking back, I think there are a few ....
