Colorado Democrats Are Planning The State's Biggest Tax Reform In Years


Colorado State Capitol, Tuesday, Nov. 24, 2020.
Democrats in Colorado are attempting one of the biggest changes to the state’s tax code in years.
Two new proposals introduced Monday are meant to deliver relief for lower-income families and small businesses by effectively raising the taxes of certain large businesses and wealthier people, lawmakers said.
The bills would raise about $400 million a year by eliminating or reducing some of the tax deductions taken by higher-income taxpayers and businesses, and then spend most of that money about $250 million on measures aimed at helping lower-income families and small businesses.
“I think the word ‘fairness’ is my North Star here ensuring that we are supporting our low-and middle-income Coloradans and small businesses, and not protecting the special interests walking the halls of the Capitol,” said state Rep. Emily Sirota, who is cosponsoring the new bills, HB 1311 and HB 1312, with state Rep. Mike Weis ....

A bill motivated by good intentions that will cause serious damage to governmental transparency is wending its way through the state House of Representatives.
Sponsored by Rep. Mike Weissman of Aurora, House Bill 21-1214 would allow the sealing of records of low-level crimes. It also would allow some convicted criminals with multiple offenses – habitual offenders – to petition to have their records sealed after fulfilling their sentences. Music streaming costs the same whether you stream one track a month or 3,000 $10 a month. It s all-you-can-eat. If music were ice cream, the parlors of Spotify and Apple charge the same to eat a tub a day as they do to eat a cone a month. But while this simple model created an incentive to get a critical mass of music lovers to subscribe to these services, it s probably not fair for the long term – and it s already starting to creak at the seams.
For creators whose music is on these services, revenue depends on only one thing: Their market share of all fans. Consider Joey, a hypothetical 55-year-old jazz fan who listens to one album of ten tracks a month; and Ben, a 16-year-old hip-hop lover who streams 3,000. Right now, they each pay $10 to streaming services, of which they share roughly $6 with labels.
