The news in early April this year regarding the existence of a cartel/syndicate that had been monopolising government procurement contracts is yet again a grim reminder of how deeply rooted the culture of corruption is in our society.
The modus operandi of the cartel was to deploy some 150 companies under its control as cover for submitting tender bids to ministries and agencies.
In other words, the sheer number of companies submitting the bids gave the illusion of unrelated bidders.
At the same time, the tactic of submitting differential price tags but approximating the “ceiling price” (maximum price the ministry or agency was willing to pay) was aimed at “cornering the market”, i.e., pricing out their competitors. ....

LETTER | Transparency International Malaysia reiterates its call for an Independent Police Complaints and Monitoring Commission (IPCMC) which is independent of any interference or influence from anyone.
Last week we were shocked by the news that there are cartels within the Royal Police of Malaysia (PDRM) who are not only protecting and colluding with criminal organisations and individuals but also powerful enough to throttle the inspector-general of police s position and frustrate his efforts to investigate them. 
The same was reported from Johor where Johor police chief Ayob Khan was reported saying he would charge errant police officers in court and will not refer them to the Jabatan Integriti PDRM (Jips) with regards to these officers’ misconduct. ....

Suhakam calls for early enactment of IPCC Bill


PETALING JAYA: The Human Rights Commission of Malaysia (Suhakam) has called for the early enactment of the Independent Police Conduct Commission (IPCC) Bill, following reports of a civilian allegedly assaulted by police officers for cigarette smuggling.
Suhakam also called on the Government to ensure that the Bill incorporates the substantive essence of the Independent Police Complaints and Misconduct Commission (IPCMC) Bill 2019 and the recommendations from the 2005 Royal Commission to Enhance the Operation and Management of the Royal Malaysian Police.
“Suhakam is convinced that the establishment of a more independent, free and transparent body will go a long way in restoring and enhancing public confidence in the police force, ” it said in a statement on Wednesday (Feb 10). ....
