CRR: European Commission adopts Delegated Regulation on specialised lending exposures
The European Commission has adopted a Delegated Regulation in respect of regulatory technical standards (RTS) for assigning risk weights to specialised lending exposures under Article 153(9) of the Capital Requirements Regulation (CRR). The draft RTS specify how institutions should take into account the factors of financial strength, political and legal environment, transaction and asset characteristics, strength of the sponsor and developer, and security package when assigning risk weights to specialised lending exposures in respect of which an institution is not able to estimate probabilities of default (PDs) or the institutions PD estimates do not meet the requirements set out in Section 6 of Chapter 3 (Internal Ratings Based (IRB) Approach) of Title II of Part Three of the CRR. ....

Central Bank of Malta publishes final text of the revised CBM Directive No. 11
The Central Bank of Malta (the Bank) published today the final text of the revised CBM Directive No. 11 on Macro-prudential policy . Directive No. 11 has been amended to transpose elements of the revised Capital Requirements Directive (CRD V) which fall under the responsibility of the Bank.
The Bank has also published a Notice on the outcome of the public consultation issued on 7 December 2020 regarding the proposed amendments to Directive no.11, which closed on 14 December 2020.The revised CBM Directive no.11 on Macro-prudential policy will come into force with effect from 28 December 2020. ....

EBA Launches Consultation To Amend Standards On Benchmarking Of Internal Models

The European Banking Authority (EBA) published today a consultation paper proposing to amend the EU Commission’s Implementing Regulation on the benchmarking of credit risk, market risk and IFRS9 models so as to include some new elements for the 2022 exercise. The EBA benchmarking exercise forms the basis for both supervisory assessment and horizontal analysis of internal models. It ensures consistent monitoring of the impact of the several different supervisory and regulatory measures aiming at the harmonising capital requirements in the EU.
For each of the three areas, the EBA is proposing to include the following new elements: i) for credit risk, additional information on the level of conservatism embedded in the IRB risk parameters; iii) for market risk, new sensitivities related to the so-called sensitivities-based method, in line with the new FRTB framework; ....
